Will We See A Universal Language Other Than English?

If you were to go out into the streets and conduct even a cursory straw poll amongst the general populace in the UK, when asked the above question, most would answer in the negative. If the same survey were to be carried out in the USA, no doubt, the answer would be strongly in the negative. This is perhaps to be expected, as there is obviously very strong bias in both of these countries toward the English language.

Why do people think like this and on what do they base their answers? Well, almost certainly, anyone questioned would not have even given the above question any consideration and would have probably have given an automatic, instinctive reply. The reason, is not at all uncommonEnglish is a universal language now and so it is assumed that the status quo will carry on ad infinitumeven a cursory look at history, however, would perhaps unnerve anyone who gave such a certain response to the question.

History shows us that the dominance and universality of a language is a function of material dominance, whether it be military or commercial. Looking back to between 4,000 BC through to 2,000 BC we see that the Sumerian / Mesopotamian empire was the dominant force in the classical world and this saw the prominence of the Sumerian / Akkadian language throughout that vast empire.

The next obvious example is the great Roman Empire. The empire lasted (the exact dates are arguable) almost one thousand years. The empires territorial boundaries covered some 2.3 million square miles and the countries that it encompassed are common knowledge so need not be listed here. The universal language within the Empire was, of course, Latin.

If we move forwards in time, the next empire on a global scale was, of course, the British Empire. The British Empire covered almost one quarter of the globe and brought the English language into universal prominence, this was aided in no small part by the rise of the USAs global influence after the Second World War.

So what does history show uscould we see a future universal language other than English?

The answer is probably yes!

Look at China for example. China is set fair to outstrip even the USA in terms of economic growth within a few yearsits influence in Africa and the Middle East has been growing hugelyand it is, behind the scenes, buying assets and companies worldwide at a massive rate.

Should China achieve the global prominence that it looks set to accomplish, we could be very well advised to brush up on our Mandarin! I recently did a survey of my own, to see whether there was any corroboration of this; I asked a London translations company who corroborated a trend in this direction.

It is entirely possible that the future could see people worldwide, fluent in Mandarin under a Chinese homogeny or perhaps, some other country might take up the mantle, India or Russia perhaps? It has happened throughout history and anyone with even a modicum of understanding knows that history has always repeated itself!

    Is there really a need to outsource your organizations IT workings? Wont it be better if the organization can have a direct internal control over the IT operations, instead of relying on a 3rd party to help you decide what is best for your company?

    Well, the decision to outsource often just falls back on the few crucial considerations, as stated below:

    (1) Do you have the internal resources to run existing mission-critical systems efficiently?
    (2) Are you prepared to consider high degrees of organizational and cultural change, in the face of managing your IT operations?
    (3) Do you consistently need to create new business and technical interfaces for your day-to-day operations? If yes, is it really more cost-efficient to deploy internal staff to execute these tasks?
    (4) Based on needs and budget, to what extent will the organizations IT functions be outsourced?

    Simply divesting your company of a function that cannot be effectively managed internally is not a sufficient reason to outsource. Before the final decision to outsource is made, the CIO (Chief Information Officer) and his IT management team have to identify and pinpoint internal management failings. Through identifying the failings, they can address them to avoid repeating the same mistakes in the selection, transition, and management of an outsourcing relationship.

    The initial decision to outsource and the final selection of a suitable IT services company form integral parts of an organizations sourcing life cycle. The decision to outsource all / parts of the organizations IT functions is one of the most difficult decisions that a CIO and his team has to make. The simple reason being this decision will bring about significant business risks in the form of transferring day-to-day responsibilities of running mission-critical systems to a 3rd party. In addition, there may be considerable operational impact on staff that comes in the form of adjustments in working styles.

    The objectives of outsourcing generally comprise of the following:

    Cost control / savings
    Concentration on core activities
    Access to new skills and technologies
    Overcoming internal organizational inertia to effect change

    Objectives have to be clearly identified by the CIO and he will also have to take on the responsibility to communicate these objectives to all respective stakeholders from the outset of the process.

    A outsourcing relationship that starts without clearly-defined objectives frequently fail, or may require significant remedial efforts to reset expectations and amend the services agenda. This will have the negative effects of wasting resources and affecting the bottom-line of an organization. Thus it is crucial that internal needs / failings are fully assessed and evaluated before the final decision is made.

    Lastly, upon outlining the objectives, the CIO and his team will have to define, communicate and agree on the areas that will be outsourced. Areas of consideration will include deliverables, measurement and acceptance criteria.

    CIOs are often encouraged to view outsourcing as part of an entire process that ranges from sourcing strategy formulation to monitoring, measuring, evaluating, and re-sourcing where and if appropriate. But like any partnerships, outsourcing can sometimes have the reverse effect of bringing about traumatic experiences, which can prove to be costly to the organization. So before you engage a 3rd party IT services firm, seriously consider all the impending factors as outsourcing is a long-term engagement and should not be taken lightly as a temporary relief of internal management failings for the organization.
